Dear Comrades,


     After few hours, 2015 will be the history and we all will be busy in celebrating / welcoming the New Year 2016. Some historic moments of the year are briefed hereunder:-

Revamping of Association:-


     The Association was in existing for many years but was in a state of pathetic. The president retired on 31 December, 2014 and the General Secretary was about to retire on 30 April 2015 and it was not even in operation. However the Association has contributed a well maintained bank balance for us.

Need for revamping of Association:- 


     As the promotions for the post of STA and Inspectors were held up without any specific reason and there was no one to take up the matter with the authority for the affected cadres. It was decided by some specific active members to revamp the association.

The current body was elected by calling a special house at CR Building, Chandigarh on 16 April 2015 under the Chairmanship of Sh. Anil Kumar, the then General Secretary of the Association.

     As on date, we can proudly say that about 95% staff in the grades of AO, DOS, STA, TA and LDC are members enrolled this year with the Association. The only left over about 05% have not joined due to their personal grievances towards the past happening with the Association (i.e. on or before 16 April, 2015).

Targets:-


     The first and foremost  task of the Association formed was to take up the matter of halted promotions in the grade of STA and Inspectors. The body took all the steps to get this going through talks with authorities, taking up matter in writing and then at National level.

Achievements:- 


    As we informed the forming of the Association to the Federation, it was apprised by them that a convention was called in Hyderabad by National Federation on 16 May, 2015. The President of Federation made several calls and emphasised to attend this meeting. I attended the meeting and represented the Chandigarh Zone. There I was elected as Assistant Secretary General and thus the recognition of Chandigarh Zone was made at National level.

     Through the National Federation and being a member of the team, we made several visits to Senior officers of Board such as Chairman, Member (P&V) and others, Secretaries etc. with the agendas for the betterment of the cadres. It is fact that CBEC is too slow in taking decisions and the file moved from here to there for a simple decision took about 3 months {i.e. from 16 June, 2015, the first meeting with Member (P&V)}. Finally we got clarification on 17.09.2015 on the cadre of EA.

     The matter was not resolved by this too, but anyhow by making meeting with the authorities, we could finally got succeed.

Unachieved Targets:-


     Although the process is still going on for the various other targets set to get it in 2015 but could not get the same are:-

       (i)     Relaxation in RRs.
       (ii)    Promotions to the grade of CAO
      (iii)    Promotions from DOS to AO
      (iv)    Clarification for the Sepoy / Havaldars - counting of service rendered as Sepoy.
      (v)     Withdrawal of RRs for EA
      (vi)    Relaxation in education qualification for promotion to the grade of LDC & TA.

     To achieve these set goals, the Association is making efforts but the hurdles are at every step and we are working with full co-ordination and co-operation. We discuss each issue regularly and hope to get these done in coming months.

     With our sincere efforts, we took up the matters with the concerned authority and at appropriate level of all the grades which is of common nature without hampering the sentiments of others. 

Strength: 

     The present Association is infact the only Association which is active in this zone. We are strengthened enough at National and Zonal level. It is felt to strengthening the Association  at Commissionerate level to redress the problems at Commissionerate level. Therefore, it is urged to all the Unit level members to be united and fight for the rights.

Comments forwarded for relaxation for STA and TA.

Dear Comrades,

In response to Board's circular dated 02.12.2015, vide which suggestions were sought on relaxation of the Recruitment Rules of STA & TA, we have also submitted our views (CLICK TO VIEW - STA-RELAXATION & TA-RELAXATION).

       The national body is also pursuing some relaxation in the pre-restructured Recruitment Rules and also demanding for scraping of the RR of EA in its present form.  Board vide it's communication dated 14.12.2015 (available in CBEC website click here to see)  has tried to defend the RR of EA which we will oppose properly with justification.

Further, a meeting of All India body is called on 23.01.2016 in Ahemdabad to discuss not only the burning issues but also to elect a new body as some of its members have promoted. The executive Committee shall take a call on on the agenda points to be raised in the meeting and the office bearers who will be attending the above meeting shortly.

GSR Notification of Recruitment Rules for the post of EA under CBEC

Dear Comrades,


Board has clarified vide letter dated 14.12.2015 (See Letter) whereby it has been clarified that how the direct EA proposal came into publication with RRs of EA.

We (the National Body) is in discussion and till date we have not accepted these RRs. We have issued letter dated 02.12.2015 whereby we have again requested for withdrawal of RRs for EA.

Further, we have issued letter to Chief Commissioner and Pr. Commissioner, Central Excise Zone, Chandigarh-I requesting them to initiate process for promotion to be effected from 01.04.2016. (See letter). With regards to the vacancies position in pre-cadre, the Association is in constant touch and looking into the matter.

Submission made before the 7th CPC - update regarding

Dear Comrades,


As you are aware that I have been nominated by the President, National Federation to represent the Federation under the capacity of Assistant Secretary General (Additional charge of Liaison Secretary) on his behalf in the meeting called by Board office on 14.12.2015 in connection with the 7th CPC.

The meeting was Chaired by Joint Secretary (Admn) and the submission from this Association / Federation was submitted to him (Click to See submission). The submission was also made in brief (Click to see) so that the main points can be focused.

Board has issued Minutes for the Meeting held vide letter dated 14.12.2015 (Check).

Further, all the files which are being pursued by us including relaxation files are moving on the right track. We may get a good news in new year i.e. in January, 2016.

A meeting invited by Board office on 14.12.2015 to discuss the 7th CPC repot

Dear Comrades,


The Board office vide letter dated 09th December 2015 invited a meeting of all the Associations under CBEC on 14th December 2015 at 11 AM in the office of Joint Secretary (Admn). The national Federation has nominated my name to attend the above meeting. You may recall the earlier submission by the National Federation on 31.07.2014 (Click to see copy) and 17.06.2015 (Click to see copy) which were not considered by 7th CPC.

The fresh submission by National Federation are being prepared and shortly shall be sent to Board office. A copy shall be provided after submission.

We hope that the pay parity of the officers be resolved.
